Adding Time - For What? & Adding Time to the Additional Time Allowed

Law 7 - The Duration of the Match explains exactly for what a R adds time:

-substitution(s)
-assessment of injury to players
-removal of injured players from the field of play for treatment
-wasting time
-any other cause (this could include normal elements of the game (goal kick, corner kick, etc.) that take an excessively prolonged period of time or any unusual stoppages)

Additional Time Added to Additional Time
If, according to the R's discretion, the match will have an additional 4 minutes added to the half, the R can add even more time during this 4 minute period for any time lost due to excessively prolonged or unusual stoppages. Thus, the 4 minutes is only a minimum estimate and not the official amount of time before the half is to be over.
